This is a fairly regular scam mail that gets sent around and, in the past, has fooled local police forces into issuing a warning as well (as it probably has in this case) and often gets passed from region to region as gospel truth. Most of what is says in good practice so there is nothing malicious in it apart from the fact in never actually happened.

As much of what is said is actually what would happen if you make a telephone purchase, the reason for sending it out is to make people too frightened to use their credit cards over the phone. As I say, the police get these passed to them and then pass on the information to local groups as it really does seem genuine (as the police often re-issue it on their own stationery which doesn't help. Note that the website entry dates from 2006 and it has been around since before them.
