Hi, Steven!  I don't know of any places around that rent them, but I just 
wanted to say hi!  I'm just north of Austin, TX, and bought my first hurdy 
gurdy last year.  I'm having fun learning, though I am lucky to have one friend 
in the area who happens to also play, and can show me a few tips.
