The most likely problem is that dry/wet for an effect on the a3k is
controlled on the A3k master channel (i have mine set to 3)so unless you
send out the correct CC's on that channel you wont be able to hear the
changes (the a3k will ignore them)

Yes, that should be possible.  I've assigned the knobs to various
functions in Rebirth with success.  Perhaps you are experiencing some
configuration issues on the A3k.
