If you want to add to the list of files you need to customize hyrolo-file-list. You should then typically make the list of files start with "~/.rolo.otl" or "~/.rolo.org". I can understand why you expected Hyperbole to set the hyrolo-file-list after the fact that it has created the first rolo file. Things can possibly be made clearer.
