Bug 6584033 actually fixes two issues, the second relating to the interaction between the timezone setting, the security manager and signed jars: http://icedtea.classpath.org/bugzilla/show_bug.cgi?id=381
It was fixed in OpenJDK7 b22, but there is no testcase to ensure this doesn't regress.
