I understand that the English name for "CV" should be customary "Cape
Verde" in English, but for the root locale, should the name adopt ISO
3166's bare name, where they switched it from "Cape Verde" to "Cabo Verde"?

BTW, for a name of an entity in a given language, CLDR tries to use the
most common, customary form/in that language/. "Cape Verde" is (at least
for now) the most common name for CV in English, although of course the
name can be different in other languages.
