Thank you for all the comments. I will keep "Cape Verde" unchanged in
LocaleNames.properties since CLDR is de facto standard of locale data.
So far I assume that the request has been approved and I will commit and
push back the change in

BTW, for a name of an entity in a given language, CLDR tries to use the
most common, customary form/in that language/. "Cape Verde" is (at least
for now) the most common name for CV in English, although of course the
name can be different in other languages.
