Just one point. This is not true. For example, Japanese words
"kampeki" ("perfect") and "bara" ("rose"), which are daily words,
need Level 2. (This is not a problem because I don't know any
fonts which don't include Level 2. The distinction between Level 1
and 2 is for old 8bit computers of Z80 CPU age).
