I'm an i18n engineer at Netscape and its my strong impression
that the XFree86 folks do want to support i18n.

I know it is frustrating that i18n can be so difficult in
the X world. Middle eastern support and CTL seem to me to 
have been underserved. The great thing about the open source
community is that people who see a need can help fix it 
(hint-hint).

Given the fact the XFree86 people are working with a 16 year 
old design it is not surprising that X fonts have Unicode 
support issues.

There has been much discussion about X fonts and Unicode 
recently and Keith Packard's latest work may totally change 
the X font world (I'm sorry that this won't come in time to 
help your need).

Even with X's old design XFree86 people have done a lot of 
good work in the i18n area.
