It is suppose by whom? By microsoft?
Since the release of ISO8859-16, it would be better to
have two alternative keyboards: one for ISO8859-2 (Latin2)
which would be the obsolite one, and the ISO8859-16 (Latin10)
which would be the new one. The new one will offer support for
euro sign, Romanian quotations (German and French double quotations),
etc. Of course an UTF-8 based keyboard should be present as well.
Besides this, there is the microsoft (qwertz) keyboard which should
not be supported, IMHO.
