It was already that layout for the file "ro"; so I don't see what it has
of "new". I wondered if I was looking at the right file.

In X11 the keyboards layouts are independent of the charset encoding;
there are no such things as "iso-8859-2 keyboard" or "utf-8 keyboard".

There may be, however, a difference between "t/s-comma keyboard"
and "t/s-cedilla keyboard".
