Keysyms for the other languages were added before the convention of encoding Unicode directly as keysyms was adopted. Using Unicode directly means you won't have to touch any libraries or applications to make this stuff work given that those applications have been modified to take advantage of this new convention. New keysyms require changes to existing apps and libraries.
