If you're using the XI18N_OBJS method, then XMODIFIERS should be set to
"@im=local".  Also note that the default Compose file for UTF-8 locales
(/usr/X11R6/lib/X11/locale/en_US.UTF-8/Compose) shipped with Debian is
empty; you need to grab the Compose file suitable for use with xiiimp at
the OpenI18N site.
