I'd disagree with your first statement. I don't believe that I2RS is intended to be an API to connect a provisioning system to a router/network. It is intended to be an interface through which the RIB of a router can be directly manipulated. A provisioning system might be one use case of such an interface, but I would not call it the intent of I2RS.
