[Alia]  I think the confusion is that there are two mechanisms - one to
ensure predictability that the I2RS Agent does and one for the I2RS Client
to use to realize when its operations have been preempted.  I've clarified
the "The mechanism for this is to" to say
"The mechanism for ensuring predictability is to have a simple priority
associated with each I2RS clients, and the highest priority change remains
in effect."
