Mostly correct, but with the idea that you can "delete" from the ephemeral
datastore perspective shadowed local config state by effectively leaving a
hole in the ephemeral config.  E.g.:

Local Config:
A[1]
A[2]
A[3]

Ephemeral Config:
DELETE A[2]
A[4]

Active Config (post merge):
A[1]
A[3]
A[4]
