I parked on the road next to the gravel piles about 11:30 AM this morning and scoped for about 10 min. before the Say's Phoebe landed on the fence next to my car. I didn't even need bins for this view. It then moved to the parking lot and did a couple fly catching flips before disapearing to the west. I listened with my dish microphone in the area but did not hear any Say's calling. I could hear the men talking at the bridge about 1/4 mile away so I think I would have heard the bird had it called. As I was packing the gear the bird flew from the west to the east fence line of the refuge.

Since two birds have been reported I thought one may be territorial but my mid day timing may have been poor to hear a singer.
