Light was not ideal. Approx size 15-16", sitting in treetop. Dark neck and head. Some white coloring on chest. Got the best look when he flew off. Quite a bit of white on scapulars and obvious lone white stripe across tail. My book says they summer from eastern Iowa east and the central/western part of Iowa is migration areas. I have not been able to find another raptor with a lone white stripe across tail. Anyone have any comments?
