I don't think anyone needs to pay anything. If we announced that the SL policy is for "Sugar on a Stick" to be reserved for SoaS-Fedora only, I'd consider the name to be protected and owned. There can be a different conversation about what would happen if, even after we said that, someone refused to follow it.
