Melihat US begitu yakin untuk menambang saat ini, mungkin mereka sudah memiliki teknologi terbaru (yg efisien/menekan ongkos produksi, sekaligus ramah lingkungan). Ditambah/dikombinasi dengan faktor ekonomi (harga crude yg tinggi), membuat mereka berkesimpulan, "inilah saatnya..." WS
