What is the status of JBB7717? I would expect SMP to use the TLIB if
JBB7717 was in APPLY but not ACCEPT, but in that case the TLIB should
be there. Are you sharing the PTS with another target zone? Could you
have done an ACCEPT on one but not the other? Have you done a
cross-zone query on JBB7717?
