I've just recently done both secure FTP and TN3270 in z/OS 1.4
I used the redbook volume 7. I found gskkyman just as confusing as RACF, so I used RACF :) I also need to thank Sam for pointing out Filezilla, which is a good FTP client and supports TLS One recomendation I would make is to set up your RACDCERT command in batch TSO JCL.
It's a lot easier to see the errors.
