They *do* spend money in the form of annual maintenance fees
to ISVs.
Well perhaps, although I am not sure even that is true. I am
fairly sure its not true of our customers but there are bound
to be exceptions.
In any case, "maintenance" implies an existing product version.
For many ISVs -- and certainly true for PSI -- "maintenance" entitles
the customer to product release upgrades. Indeed, such upgrades will
eventually be *required* given that older releases become desupported
over time.
