Alan, A couple of questions:
Does the exit do an SVC 26 on every dataset in the JCL? What else does the exit do, specifically? In general, one measurement is worth a thousand guesses, but in this case it might be difficult to accurately measure the resources consumed by the exit. Direct and indirect consumption of CPU, storage and I/O would need to be measured. One approach, if you have a consistent batch environment and you are not CPU constrained, would be to simply remove the exit and compare resource usage for like periods of at least the batch workload, the JES2, CATALOG and VLF address spaces.
