It looks to me as if the HSMs themselves are negatively impacting each other, the only data set on the voilume being the OCDS with it's VVDS, VTOCINDEX & VTOC. I worked on a similar problem once where HSM on system B owned the reserve and our vendor product on system A couldn't do an I/O - got Start Pending. User had no product installed to convert Reserves into ENQs. I changed logic to do an I/O Purge after X no. of seconds - this caused IOS to do a Halt Subchannel - which also didn't end. Then user started seeing Halt Subchannel Pending messages. User went ballistic - your product is melting/destroying my processor. I ended up disabling the feature that did the I/Os. Sigh... HSM is a likely candidate for initial investigation.
