If all you're doing is changing the OFFSET (which is all that should
ever be done, but let's not restart _that_ discussion), then why IPL
at all?  A SET CLOCK command should suffice.  I wrote TZALT in 1988
when MVS was getting a bad rap from the unix weenies because it was
the only system in a very heterogenous shop (University of Southern
California) that needed a restart to deal with Daylight time.

Admittedly this was written way before sysplex timers and all that.
The clock error introduced by use of TZALT will normally be a small
fraction of a second which is much more accurate than the operators
ever set the clock.
