Try SMART-FTP, looks like a very good FTP program which understands TLS 
and SSL.  
 
It's a bit complicated but there is a very good help system.  Let me 
know what you think.

Dave, just for clarification, I should have specified that the server in
every scenario is a zos server. Seagull ftp pro works fine as a client
to zos server.
