Seems like much of this could be ISO standard(s) and companies
would only do business with ISO certified peers. Guess it wouldn't
hurt to tighten up policies and procedures to include encryption
and security. (It's still legal to sell SSNs!)
 
Many of the holes are promulgated by our governments slovenly
procurement policies in regards to IT and data processing. By the
time it's seen as a problem it's out of date and takes exponentially more  $$ 
to replace. No life cycle management. Maybe
it'll change maybe, we'll be take over by aliens. Seems like to vendors  
would be banging the drums(slowly....)
