 The undocumented loader interface has been there at least as long as I 
have
been here (almost 26 years).  I can't speak for what may have been 
"removed"
before that.  And I don't think the interface requires you to be 
privileged (based on a quick look at the code).  HEWLOADR (alias of
IEWBLINK) is AC=0.
