If they do not represent ALL, how can you use them to make a decision?

You are taking chance any time you make a choice without ALL the facts!

Any actvity count from a failed (ABENDed) process is suspect.
Not just I/O; CPU, Memory, Network, Print, etc.

As a capacity analyst, I have scars I could show you from making
recomendations from incomplete facts.
Most of the time we thought they were complete.
