Dave, I think you can only run one Logical Channel Subsystem (LCSS) per LPAR. I know that is the case at z/OS 1.4, because we have had to build a separate LPAR to do something close to what you are talking about, and our reason was also because we are hard upon the 63K device limit on a single LCSS.
