Create ZONE1 yourself.

Here's an example I just did myself.

ZONE1 - Valid Target zone at desired maintenance level.
ZONE2 - Throwaway temporary Target zone for REPORT SYSMODS only.

1) IDCAMS DEFINE new zone CSI called ZONE2.
2) IDCAMS REPRO the GIMZPOOL record.
3) Connect ZONE2 CSI to Global zone (via UCLIN or SMP/E dialogs).
4) Run UNLOAD against ZONE1 to get UCLIN statements for desired FMID(s).
   For this purpose, the only FMID probably needed is that for the Base
   Function.
5) Take the UCLIN from step 4 and run it against ZONE2.  Remember, ZONE2
   is a throwaway zone and will be deleted after generating the desired
   APPLY statements.
6) Run REPORT SYSMODS INZONE(ZONE1) COMPAREDTO(ZONE2).

While this might appear somewhat complicated, I don't think it's that bad.
I started figuring this out at 10:10am CT and clicked SEND on this post at
10:49am CT.

By the way, my test case was FMID HBB7707 and ZONE1 was MVST100, so this
was pretty much a worst-case scenerio for perhaps the largest FMID in
z/OS.  The generated APPLY statement was 6445 lines.
