ICSF is developed by people with non-mainframe roots.
It is badly documented, documentation has many errors, sometimes quite
important ones. I submitted over ten RCFs!
Many programs are written in 'non-mainframe' way, i.e. CSFEUTIL requires
quite long parameters in PARM field instead of SYSIN (OK, it works, but
is untypical and unconvenient).
There are also big lacks in ISPF utilities panels (i.e. you cannot
generate clear SYM-MK from passphrase).
I also miss other tools (I had to write some of them).
Generally - quality significantly worse than 'IBM mainframe average'.
