From IBM's perspective the installation is the user. TCBUSER is
available to the installation[1]; it was never intended for end users.
Similarly for CVTUSER.
[1] Not 3rd party software vendors, treading on each other's heels.
They have their own registered Anchor Table pointed to via the ECVT
which was mentioned here about a week ago (there is room for 1024
ISVs there - They just need to be assigned a slot by IBM).
