What you seem oblivious of is that this is an architectural issue.
(deep crusty details available on request) If you don't care about 
the integrity of your system then I suppose anything goes. I (and
apparently z/OS development) prefer to err on the side of caution.

In order for those asids to be reusable the subsystem would need 
to exploit the large ASN and LX reuse functionality - which is
only in z/OS 1.6 when running on z/x90 hardware. Hardly anyone is
there yet, so the availability of that functionality is to an 
extent moot, but this will continue to be true for "ordinary" 20 
bit LX/EX numbers until hell freezes over.
