RRS indeed has the SETRRS CANCEL command, but it is handled exactly the same
way as the CANCEL RRS command. Shutdown support looks to have been written
one late friday afternoon, by branching to the Cancel handling routine, so
it was still implemented before the weekend ;-)

Do you mean when they receive SETRRS CANCEL, they branch to the following?

         ABEND X'222',,,SYSTEM

If not, they can't just be "branching" to the same routine. In one case, the work is performed under the original PRB and in the other case under a PRB several RBs down the line below RTM's interception of the ABEND SVC. There are considerations.
