Do I smell the foul stench of an incomplete migration to a PC platform??

To upgrade would require a public admission of the incomplete migration,
and that the migration will not be complete anytime soon. And that would
lead to questions why that is so. Politically unacceptable, methinks.  

But I speculate. The company could be so critically short on cash that
even a modest outlay would be devastating. A sad chicken and egg
problem. That is, they can't afford to buy the resources that are
cheaper to operate.

No way to know.

I must be missing something. Why do you consider it good news that an 
installation runs obsolete mainframe hardware and software? Wouldn't it 
be better if they upgraded to z/OS??
