We went from a 50 MIP 2003-224 that seemed to be only 30% busy to an 18 MIP Flex-ES box from T3. This was OS390 2.10, not that much different (are you 64bit?) and the different disk architecture required a complete reload. Proof of Concept tests worked, showed it should handle the workload (IMS online, overnight batch). Reality however was different with Users screaming about response times up to 5 seconds. We had to upgrade to 29 MIPs with two processors to get back to the same level of service. Since then the workload has further declined with the elimination of CICS and of DB2, so performance today is pretty good. We may be able to go back down to 18 MIPS, but the cost saving does not justify the risk to the PHBs. It can be done, but you probably need more horsepower than you first think.
