Which government?   Despite the US Federal government making this law, different
counties choose to use Daylight Savings Time or not.   What happens if one
county chooses to use the old lie instead of the new one?  (Does the 10th
amendment apply here?).

Or do what China does, and put the whole country on one time zone.   Or what the
USAF does, and put the whole world on one time zone.   Wouldn't that make
programming easier?


Computers should all be GMT anyway.   It's easy enough to translate times to
whatever people want.
