Our mainframe is on GMT. But users cannot understand GMT, so we use the CLOCKnn member of PARMLIB and the UNIX/LE TZ so that the displayed time is "local". The last time I tried to have GMT displayed (with a 24 hour clock) I almost lost my life as the peasants (users - even other IT people!) formented rebellion. What is sooo difficult about 14:39 Zulu? For US Central, just subtract 5 or 6 (daylight saving or not), then if > 12, subtract 12.
