Bruce,
Don't forget that an IFL is a full powered processor, regardless of the
z/800 model.  For example, on some of the z/800 processors (0An, 0Xn, 0B1
and 0C1) the CPU's ran at a reduced workload, while an IFL on these models
will run at full workload, so for comparison, the numbers will need to be
based on a 00x processor.

I can't answer your specific question, but remember than an IFL is the same
as a regular CP (processor) except that it is disabled so that you can't IPL
z/OS on it.  So any performance numbers you can find for Oracle on a z/800
will apply.
