Bruce, Don't forget that an IFL is a full powered processor, regardless of the z/800 model. For example, on some of the z/800 processors (0An, 0Xn, 0B1 and 0C1) the CPU's ran at a reduced workload, while an IFL on these models will run at full workload, so for comparison, the numbers will need to be based on a 00x processor.
