Not in my experience.  If our listing library, for example has
DSNTYPE=PDS, a user on one system can browse a member while a
user on another system updates a different member.  If, instead,
I use DSNTYPE=LIBRARY, the user attempting the update fails
with S213-70.  We're using a private integrity facility that
issues an exclusive ENQ on SYSIEWLP for the duration of the
update.
