That was probably a bad example. NORTA's web site (http://www.regionaltransit.org/) is down, and probably has been since the UPS and generators died. But, as a public agency, should they have at least some sort of DR to maintain a rudimentary web site, even if it's to say "nothing until further notice"? It's a little late to decide that now, and that is if it was ever thought about. (I didn't go to their site during the evacuation, so who knows if it gave evac info or what.) A good DR analysis needs to look at each function performed using a computer, and whether or not that is fundamental to the continued operation of an enterprise. (Boy, does that sound like marketing-speak.) Web site? Maybe parts of it are needed. Employment database? Yes. When 30% of your employees are missing and unaccounted for (in the U.S. Coast Guard LS/MS/AL region), someone in HR is going to have to start researching death benefits. But even then, who knows what is essential? Look at the arguments over TCO. Microsoft says by the way it measures TCO, Windoze is cheaper. IBM comes out today with an updated TCO study pitting Linux against Windoze/Solaris, and by the way they measure TCO, Linux is better. There is more than one way to skin a cat. *covers all the ears of my 3 kitties)* ObTopic: I can say that my product group knows of at least one declaration, based on support calls.
