An update on the question posed below: Upon further investigation I found that there were tapes available in the HSM DAILY backup pools. When HSM used these tapes then the dismount/mount situation occurred. If HSM pulled in a SCRATCH tape from the SCRATCH pool (as should be the case) the tape stayed mounted until the tape was full or the backup task had completed.
I have now recycled the tapes in the DAILY backup pools and the situation is resolved.
