John, You only need an entry in AUTHTSF if the program is going to be invoked by IKJEFTSR.
Typically the calling program in this case would be some sort of non-authorized 'stub' program (eg a REXX external function) that would call IKJEFTSR with the AUTHTSF entry name passed as a parameter. Putting all AUTHPGM entries in AUTHTSF is a little bit of an overkill if the vendor/site has not explicitly asked for it.
