Once implemented, then you can decide on Generic Resource, CICSPLEX/SM, IMSPLEX, DB2PLEX, etc. But, you are not committed to them, just because you have a SYSPLEX. Of course, if you are big with VSAM, there are advantages, as well. I worked for one of the big Canadian Banks, in 1994, when we went to Parallel SYSPLEX, and as the first thing, got rid of IMS XRF, by using an IMSPLEX (and a DB2PLEX). When I left the environment, after out-sourcing, they were just implementing GDPS. Again, it's optional what you implement after SYSPLEX.
