Hey, John, here's an opportunity for you: write your own -
ISPF in a browser.

Serve pages using one of the free HTTP servers, the pages
can be standard HTML; use JavaScript in your pages and AJAX
style techniques in the pages; CSS - style sheets let each
user really have unique look; browser built-ins or plug-ins
or your own widgets can provide GUI stuff in the front end;

On the back end use CGIs or GWAPI plug-ins to issue TSO
or MVS commands and trap the results and format the data
into HTML.

All the pieces are free, so your only expense is time.
Then you can sell the result for a modest fee (lots less
than RD/z) and retire from your company job.

You've got the skills, you can do it.
