There are many shops that have brain dead application packages that are unaware of status code 97 and/or old programs that no one is willing to authorize the testing for the change. Adding a verify step adds slightly to the overhead (additional steps, etc.). Thus fixing the problem would a lot more shops than just those converting from VSE. See Howard Brazee's postings for example.
