We also have 'problems' with the filestatus 97, especiallly in DR. I ended up verifying all VSAM datasets with ISMF (it allows for cluster only selection which is nice if you want to fire a verify ds(/) ) The whole idea of giving a filestatus 97 is in my view pointless since any subsequent program gets a 0 after the file was succesfully verified. So if you happen to have CICS or some 'I dont care about this sh*t' program opening your dataset first you'll never notice it in the program you specifically wrote to deal with the filestatus 97. I would be very happy to see a runtime option to prevent the 97...
