I've looked at my copy of the SCRT tool, and I do not see any reference to "defined capacity". In fact, in the original download file I got from the SCRT web site, the only occurrence of the word DEFINED appears in the load module text file.
Can you please clarify what you are talking about? Are you perhaps talking about a different tool - that is, something other than SCRT?
